MIN are cheating cheaters and way over the cap due to Bokk and Hoglander (they are too old to be exempt on the farm).
NAS will presumably be okay with Zacha's LTIR and MTL just needs a slight shuffle.
MIN and NJ both still have way too many contracts.

MTL is slightly over, but that's without Hunter Skinner who I presume is going down. Someone else needs to join him.
FLA, similarly, is 1M over with 23 on the roster.

Nothing preliminarily, because the team is projected over, not year over. It becomes very hard to fix if ignored, but small errors can be course corrected.
So generally, it's get compliant with your own decisions, even if suboptimal, quickly. Most teams can make it happen by sending good young players to the AHL where their salaries don't count, even if that's bad for development or the NHL team generally. They can work on deals that allow them to fix that going forward.
I don't believe we've ever had a team directly opposed and refuse to fix it. I'm sure the league can step in in such cases

Early in the season - incessant nagging. If no action is taken, I will do something on the team's behalf. In this case, I'd waive Beckman for FLA and call up a 600k forward, and waive one of MTL's 14 forwards, probably Legare.

FLA is at 60M but still needs to spend a few games below 60M to get their projected cap below 60M as well. i.e. send Sourdif down and call up someone making 600k for a couple of weeks.

NAS is still over and has been over for weeks, so if they don't send someone down for at least a game I'll have to pick a random guy on the roster.
STL is over due to Pinelli coming back from IR and VAN is over due to I dunno some roster changes.
Remember you only need 22 players on your roster so if you're carrying 23 all season long for any other reason than to avoid waiving someone, you're depriving your team of cap room.

NAS never going under 60M can't be true. I had injured Bogosian for months with salary 7m+ and few weeks Zacha with salary 4m+, without any other expensive replacement.

You started the season at 60.8M and then went down to 60M for some time. Yes you had LTIR for every game except the day when Zacha came back from IR (which is when you went over). You didn't have a day
under 60M until March 5th (and I haven't run the numbers since then, yet).

I misremembered the details - NAS had three games after Zacha's return (Nov 13, 14, 18) at 61.2M - 0.8M LTIR = 60.4M, so a net of 1.2M over. The two recent games at 59.6 take care of that. Then there was another game on Dec 11 when Dmitri Samorukov was brought up as a healthy scratch, putting that day's charge as 61.6M - 0.8M LTIR = 800k over. That part still needs to be balanced by season's end.
Everyone else is okay except for roster limits which I presume is mainly fastsigns that haven't been removed. Also note that the game can give fastsigns salaries over 800k and they will start affecting your cap if you don't get rid of them, so it's up to you to a) keep enough players at each position on the farm and b) get rid of those fastsigns ASAP.

FLA and TOR are both over the cap and I don't see any way to get them under, so they'll accrue some penalties for next season.
I did advise FLA to waive UPL, but that actually wasn't going to be enough and didn't help at all since Lindblom makes 800k. I demoted Lindblom on their behalf and replaced him with Ward, but that's just a 200k savings.
For TOR I demoted Nordh since he's waiver-ineligible. That, too, is not enough.
Of course I didn't actually get around to writing a rule for additional penalties for finishing the season over the cap, as I intended to, so the penalties for next season will be small (50-100k as it stands). Such is life. Both teams are welcome to find better solutions, of course.

My rule suggestion would be that the cap penalty the following season be 4x how much a team goes over. Given they get plenty of warnings, even going 50k over shouldn't happen, so a 200k penalty seems mild to me ¯\_(ツ)_/¯

I was thinking of setting a minimum penalty of somewhere between 300k and 600k, but anyway this is a discussion for the offseason.
