Already posted in the waiver thread but Richard Panik was demoted without putting him on waivers so consider him waived.

Winnipeg and Pittsburgh are both under the roster minimum (with Ranger's suspension, Pittsburgh's at 21 skaters).

With Spooner's injury, Winnipeg's back to being projected to be over the cap (they're currently at 68,000,000 due to LTIR but, with them being over early in the season, that leaves them projected at 68,042,134 for the season (currently 68,612,500 without LTIR)).
Everyone else is currently projected to be under.

The rulebook doesn't unambiguously say that the 22 players have to be healthy or not suspended, though. It's just kind of implied with the 23-man upper limit.

We've been discussing this and I think it's a bit of a double whammy now to have injured/suspended players count against the cap but not the roster minimum. I mean, the roster minimum is meant to cover injuries and suspensions anyways, and having an injured/suspended player is punishment enough without forcing GMs to recall another healthy scratch to rigidly adhere to the 22 healthy body minimum. The 22-man rule is reasonable because most NHL teams do it and we're not going to bother to debate if guys can really fly out from their AHL team 2 hours before a game, but some NHL teams fucked up their cap situation badly enough to only be able to ice 17 skaters for a few games last season.

Thoughts?

As far back as I can remember, I recall that we were TOLD TO have AT LEAST 22 men on our NHL roster starting this 2015/16 season and I remember that it was not in place last season. As for me, I'm perfectly fine with both scenarios; whether using 20 men roster or 22 or even 23 men roster.

I was told suspended players still count as one of the 22. Right now, in game Pittsburgh is shown as having 20 skaters but that's just because of Ranger's suspension so they're actually at 21.

True, it does not unambiguously state that LTIR/suspended players do or do not count. I'm actually in favor of having suspended players not count against the limit. (Not looking at you, Chipchura.)

Me too. It's actually a non-sense to count player against the limit which you can't really use.
