Pro-ration?

Hi, I was just told that pro-ration doesn't apply anymore? So even the new rulebook isn't up to date?

Come on!
We're counting cap hits each game... that IS pro-ration.

What new rulebook? The one that's been up on the forum?
I can't find it..
