I'm guessing you're subtracting Artyukhin from your total? In case that reads as complete gibberish:
Artyukhin's LTIR was calculated at 1.35M so, since your current cap total is 60.99M, that gets reduced to 60M.
If you're less than 60M, it will be unaffected by LTIR.
If you're over 61.35M, it'll be 61.35M - 1.35M.
You need to be at 59,982,368 (including Artyukhin) to get under the cap.
