You don't have to post about recalling/demoting your exempt underagers. Also just FYI for anyone reading (you may be aware of this but still), I would recommend against a) recalling players under 65 strength since strength develops more quickly on the farm and b) playing underaged players over 10 games a season since that cancels their ELC slide, unless they're actually ready.

Generally you can't recall junior players. It can't be done in-game and the rules don't explicitly allow it either. You definitely can't reassign underage exemptions, though - those rules are clear.
