There's a modifier for players coming out of entry level for deals longer than 4 years (an extra 10% for each year). So you could do 4.2M for 4 years or 4.6M for 5 years.

Although I normally don't second-guess decisions, if you were to make all of those signings as posted, you would need to sign three players at league minimum and even then your cap hit would be at 59.92M, leaving you no room for any moves unless you demote Heiskanen or Andersson.
Also, you may want to reconsider not at least qualifying Groulx (I presume this is a mistake, as you can extend him for up to 3 years at his current 1.6m salary), and you will need some farm players so you may as well re-sign some of the cheaper ones.
Timo Meier is an RFA and only asking for 1.9M. It's worth noting that he played the entire last season on the farm.
