Panarin and Paul are both known quantities at this point, and while Panarin is older, he's also cheaper, and can slot into my lineup without being a liability.
Steel and Kraskovsky are both still prospects. Kraskovsky is currently the better player, but Steel is younger and has the higher ceilings, so I'll take a bet on him turning out.

I think Washington will use Paul more than Panarin in the NHL and Washington already has lot of pure-playmakers so Kraskovsky as a two-way talent could be much more useful to the Caps.
